In this chapter we argue that all those working with children need to be cognisant of different policy frameworks and their practice.
The headteachers and literacy co-ordinators became trainers – deliverers of professional development material which was unreliable in its quality. The success of this process was, to say the least, variable. Some teachers and leaders wholeheartedly embraced the materials, whilst others used them to impose unwanted changes on school staff.
