Despite evidence (Sylva 1999) that life-long dispositions to learning can be powerfully influenced by children’s earliest experiences of educational settings, there remains a lack of national confidence (DfES 2003e; OECD 2001) about what knowledge Early Years teachers currently have and more importantly, what they need. In this chapter we argue that all those working with children need to be cognisant of different policy frameworks and their practice.

The headteachers and literacy co-ordinators became trainers – deliverers of professional development material which was unreliable in its quality. The success of this process was, to say the least, variable. Some teachers and leaders wholeheartedly embraced the materials, whilst others used them to impose unwanted changes on school staff. In a minority of schools, the materials were simply ignored. In most cases, however, schools began the process of transformation, if only as a result of leverage from OfSTED’s expectations.

The new frameworks are web-based and contain a wealth of links between year group objectives and useful references across the whole curriculum. Rather than a straitjacket of conformity, they must become a springboard, freeing the imagination of teachers and learners. The excellence, led by the creative, reflective practitioner, should then become truly enjoyable. Summary In this chapter we have discussed the background to the Strategies and explained some of their consequences in schools. We have explored the extent to which the Strategies have imposed a rigid structure for teaching on schools and questioned the extent of the benefits of such a structure.
