The answer is quite simply that pursuit of this research was motivated by a curiosity to understand and explain not only tourism public policy, but also the dominant issues and controversies in Scottish tourism both pre-and post-devolution, which came about in June 1999 after a referendum that took place in September 1997.

It reveals four components of the policy-making process relevant to specific tourism policy issues. An important facet of this study of public policy is that each particular policy development area should be set within Tourism and Public Policy Approaches and Theories 31 the context of a policy arena. In this arena, interest groups, institutions, significant individuals, and institutional leadership (politicians and civil servants) interact and compete in determining tourism policy choices.
