By 1970, the WTO was able to report that 166 million international travellers arrived at their destinations. Fuelled by increasing levels of disposable income, by cheap oil, by changing fashions and life styles, by tour operating companies, by technological change, by rising levels of education and by media commentaries, the tourism boom had been established.

For example, the issue of relationships between scales is extremely important for tourism planning and policy and the solution of policy issues, such as the environment, that cross over different scales of governance (Gössling and Hall 2006). The systems concept is also important for understanding change. As Mill and Morrison (1985, xix) commented with respect to the concept of a tourism system as used in their text: ‘The system is like a spider’s web—touch one part of it and reverberations will be felt throughout’.
