Part 1: Policies, institutional interventions and market forces The implementation of responsible tourism in southern Africa has been shaped by a number of interlinking factors. These include government policy frameworks; programmes and interventions by donor agencies and NGOs; and (because tourism is, of course, a business) by market forces and supply chains.
