As the next chapter will demonstrate, however, old liberal ideas did not disappear completely from the conceptual map. Neo-liberalism as a new political phenomenon arose during the second half of the twentieth century from the liberal traditions of the past, born out of frustrations of political exile since the beginning of the century.
