According to Robert Fowler, the answer lies with the fact that Greece was a collection of city-states rather than a single tribal society: ‘Had Greece been a single society, one can expect that over time this new understanding of their relationship to Hellen would have had a greater effect on the genealogies; Inachos, Kekrops, Kadmos and the others would have become Deukalionids. ’42 However, this explanation does not account for the fact that identification with a given descent group often crossed the boundaries between city-states.
