W. 7 The Making of Compassionate Conservatism Bush’s political philosophy of compassionate conservatism has its initial roots in the work of Marvin Olasky, who has been identified as the “godfather” of this political ideology. 11 The book chronicled the history of American volunteer aid societies and charitable organizations. Olasky identified these community volunteer efforts as the “Early American Model of Compassion” and noted that these organizations tended to require some sort of work in exchange for food and shelter.

Bush seems uncomfortable with programs such as Homeland Security, a project that a more active president would appreciate for its transformational potential.
