There is, of course, a further category of people who are largely indifferent to support bargaining in community affairs (as opposed to their personal affairs). They do not demonstrate, belong to support bargaining organisations (except in those cases where, as with some trade unions, membership is essential to the acquisition of other benefits), vote, or even attend more than cursorily to political information. Such people are likely to become significant in support-dealing systems only when their personal interests are directly threatened or when their own indifference to events results in their being used by people from outside the group.
